Sarah Glover helped launch Outcomes Based Contracting with Laurence Holt in 2019, first at the Center for Education Policy Research at Harvard University, and then under the leadership of the Southern Education Foundation. During her tenure, OBC grew from an idea to a movement, impacting students and school districts across the country. Glover’s driving vision for school districts to buy outcomes, not services led to the creation of K-12’s first outcomes based contracting model, pricing structure, and toolset to support districts and providers. Prior to OBC, Glover led the client success division at Panorama Education and was the founding executive director of the Strategic Data Project at Harvard University.
