Dr. Brittany Miller

Managing Director

Brittany Miller is the Managing Director of the Center for Outcomes-Based Contracting at the Southern Education Foundation, leading efforts to transform educational partnerships through outcomes-based contracting. Under her leadership, the Center has expanded from supporting four pioneering districts to engaging 60 local, state, and education service agencies across 25 states, impacting over 29,000 students.

An early innovator in outcomes-based contracting, Brittany played a key role in developing some of the nation’s first OBCs as Chief of Staff to the Deputy Superintendent of Academics and later as Senior Director of Expanded Academic Learning at Denver Public Schools. Her work helped establish a model in which at least 40% of provider payment depends on student outcomes—a standard now applied in 21+ high-dosage tutoring and edtech contracts worth $18.1M.

With experience as an educator in Colorado and Arizona, Brittany brings a practitioner’s lens to scaling the Center’s impact through structured programs and partnerships. Under her guidance, the Center launched its first Provider Summit, quadrupled convening attendance, and introduced OBC to the $50B edtech market, strengthening provider-district collaborations to improve student outcomes.

She holds a doctorate in curriculum studies and teaching from the University of Denver. When not transforming educational contracting, she can be found SCUBA diving or snowboarding—though rarely at the same time.
